To facilitate this ITS project in China, ToyotaTsusho held discussions with the Chinese side regarding ETC (electronic tollcollection: a nonstop automatic toll collection system) and a China navigationmap creation project in cooperation with the PRC’s Ministry of Construction(currently the Ministry of Housing & Urban - Rural Development), Ministry ofPublic Safety, and Ministry of the Electronics Industry (currently the Ministry ofIndustry and Information Technology). In October 1996, advanced technologiessuch as ETC and car navigation systems were exhibited at the China-JapanIntelligent Transport System Exchange Exhibition, cosponsored by HighwayResearch Institute under the PRC’s Ministry of Transportation and TMC, andattracted attention.In Japan, ITS, which is also a social contribution business, was expected togenerate a huge market. Toyota Tsusho therefore formed business tie-ups withDenso Corp. and Japan Radio Co., Ltd., and sold transport control systemsand developed geographic information system (GIS) map and IC card systembusinesses.Himawari Network (CATV business)5 Resort Business DevelopmentThe passage of the Resort Act triggered resort development throughout Japan.Toyota Tsusho was also involved in resort development in various locations. InAichi Prefecture, the Mikawa Bay Area Resort Development was launched, andin November 1989 the public-private company Tahara Resort Development wasestablished with (then) Tahara-cho. Toyota Tsusho became the implementing bodyand opened the Shiroya Seaside Park in July 1997.In 1990, the public-private company Minami Chita Resort Development wasestablished to develop the Chita Peninsula as a major base for marine leisure, andwork was started on the Marine Messe Morozaki Landfill Development, but thiscompany was dissolved in January 1996 because of Japan’s ongoing recession.Toyota Tsusho also invested in Gamagori Marine Development, a company thatwas established in 1991 to construct Laguna Gamagori, a large marine resort inGamagori-shi overlooking Mikawa Bay. Later, in January 2015, the main businesswas transferred and dissolved.In 1993, along with TMC’s full-scale entry into the marine business,public-private company Nagasaki Sunset Marina Co. Ltd., was established incollaboration with Nagasaki Prefecture, TMC, Denso Corp. and the Toyota Group,and opened for business in July 1995.In April 1995, Toyota Tsusho invested together with other private companiesand participated from the planning stages in the theme park Santepark Tahara,which was established and opened as a public-private partnership.6 Cultivating Other BusinessesIn June 1989, as part of its multimedia business, Toyota Tsusho and TMCinvested in Himawari Information Network Kikaku (currently Himawari Network),a CATV provider with service areas in Toyota-shi, Miyoshi-cho, Fujioka-cho, andNagakute-cho (their names at that time).
